Wembley Event Day parking tickets and mistakes

The scale. Brent's own enforcement figures for Wembley Event Days:

  • 2024: 16,789 Penalty Charge Notices across 40 event days, and 265 vehicles removed
  • 2025: 50 event days listed, 23,099 Penalty Charge Notices across the 49 with figures, and 281 vehicles removed

Per day. That is about 420 tickets on an average Wembley Event Day in 2024, and about 471 in 2025. The top figure in 2025 was 654, for an England men's match on 9 October.

Concerts more than football. In 2024, the 14 concert days averaged about 448 tickets each, against about 401 across the 22 football days.

The mistake that caught us: an expired permit. Resident Permits for event days last three years and then have to be renewed. They are virtual, so there is no paper permit on the windscreen to remind you when one runs out. Park on a Wembley Event Day after it expires and you get a ticket, which is what happened to us.

Not knowing it was a Wembley Event Day. One resident's account on MoneySavingExpert describes parking in a permit space for two days while off sick. They had never bought the permit, because they were never home on Wembley Event Days. The ticket was issued under code 16, and the informal challenge was rejected.

Few yellow lines. Brent's 2007 report on the scheme says yellow lines were left out "other than where necessary", and describes it as a "signs and lines" scheme of road markings and signs. Brent says drivers are responsible for paying attention to road markings, signs and notices.

A Blue Badge on its own. Brent's rule is that only permit holders can park in the zone on a Wembley Event Day, and a Blue Badge is not an event day permit. Residents in twelve zones can get a Resident Blue Badge Permit, covered on our parking page.

A Visitor Permit that cannot be read. A permit face down, or half covered on the dashboard, fails Brent's rule that every detail must be visible from outside the car.

If you get a ticket:

  • Challenge it within 14 days and the case is held at the discount amount.
  • Paying closes the case, and you cannot appeal after that.
  • Brent aims to reply within 21 days.
  • If the challenge is rejected, the registered keeper can make a formal representation within 28 days of a Notice to Owner, at the full charge.
  • After that, the appeal goes to an independent adjudicator.

What to send. The PCN number, the vehicle registration, your name and address, and any supporting evidence, such as a Blue Badge. The charge amounts are on our parking page.

If your car has gone:

  • Call TRACE on 0300 077 0100, or the vehicle pound on 020 8290 8300, to check whether Brent removed it.
  • Brent takes removed vehicles to the NSL Car Pound at 10 Lumen Road, East Lane Business Park, Wembley, HA9 7RE.
  • It is open 9am to 8pm every day, event days included, and closed on Christmas Day and New Year's Day.
  • Release costs £280 plus the penalty charge. If the car stays in the pound for over 24 hours, there is also a storage charge of £55 a day.
  • Bring three pieces of identification.
